Interoperability and Solutions Lock-In

I feel that you are correct. If the primary concern for avoiding solution lock-in is related to cost during a switch then, some level of lock-in will always take place. Because, in-house developers will consume capital to migrate the environment from one open source solution to another and the same will take place in an outsourced service firm is employed. Proprietary solutions included.
The winners in such a situation will be the players that offer the lowest cost and ease of communication.
